BREEAM Ratings 

BREEAM ratings are based on a large number of environmental categories.

 A rating of one star means that the building fulfills 30% of BREEAM standards.  An outstanding rating would go to a building that fulfills 85% of the BREEAM criteria. 

Moreover, the BREEAM assessment includes several variable criteria which are based on a government’s minimum requirements, in addition to a set number of fixed criteria.

This means that different BREEAM-certified buildings from different years cannot necessarily be compare because governments can decide to raise the legal minimum of, per se, predict energy consumption, which will change the BREEAM scoring.
